An effort was made to resolve the constitutional issue of the Indian subcontinent and to organize the war against the Japanese in World War II. In June 1945, Governor-General Lord Wavell announced a plan to reconstitute the Governor-General's Executive Council. It was clarified that this council would represent organized political parties, with equal representation for Hindus and Muslims. All portfolios, including Home, Finance, and Foreign Affairs, would be handed to Indians, except for the Governor-General and the Commander-in-Chief.

To negotiate this plan, the Viceroy invited India's major leaders to Simla, and the conference convened on June 25th. Severe differences emerged between the Muslim League and Congress over the nomination of representatives. The Quaid-e-Azam and the Muslim League's stance was that the Muslim League would nominate all five Muslim representatives. However, Maulana Abul Kalam Azad and other Congress leaders rejected this. Similarly, Sir Khizar Hayat Tiwana, leader of the Punjab Unionist Party, also opposed this demand, wanting to nominate a Muslim member himself.

The Viceroy asked both parties to submit lists of their representatives. Quaid-e-Azam refused, demanding that the principle of the League's sole right to nominate must be accepted first. It was impossible for the Viceroy to proceed without the Muslim League's cooperation. Consequently, he announced the conference's failure, admitting he could not secure an agreement. It was then decided that elections would be held to test the representative status of the parties.
