The proposals stated that the body responsible for writing the constitution (the Constituent Assembly) would only be formed 'after the war.' This meant that the entire process of Indians democratically deciding their own future was also postponed.

The core of Congress's rejection was the lack of 'immediate steps' for independence. They demanded a genuine transfer of power to a national government right away. A promise of freedom to be fulfilled at some unknown date after the war was simply not acceptable.

This is highlighted as a 'positive development' for the Muslim cause. By officially proposing that provinces could choose not to join the Indian Union, the British government, for the 'first time,' acknowledged that the partition of India was a legitimate and possible political outcome.

This was the most controversial part of the proposals. It offered any province the option to reject the new constitution and stay out of the proposed Indian Union, essentially allowing them to form their own separate country. This is known as the right to secede.
