During World War II, the Indian National Congress made extensive efforts to expel the British from India and have power transferred to itself. In this struggle, it did not take the Muslim League into confidence. The British were aware of Congress's tactics. Meanwhile, the Muslim League was becoming organized under the astute leadership of Quaid-e-Azam Muhammad Ali Jinnah, who made it clear to the British that the sentiments of India's 90 million Muslims could not be ignored.

In these circumstances, with the paths of the Muslim League and Congress diverging, a senior Congress leader from Madras, Chakravarti Rajagopalachari, attempted to bridge the gap. He had realized that Congress could not reach any agreement with the British government without the Muslim League's cooperation.

Key Points of the C.R. Formula
  1. The Muslim League would endorse the demand for India's independence and cooperate with Congress in forming a provisional interim government.
  2. After the war, a commission would demarcate the contiguous Muslim-majority districts in the North-West and North-East of India. A plebiscite (referendum) would be held in these areas to decide on separation from India. If the majority voted for separation, the decision would be implemented impartially.
  3. In the event of separation, a mutual agreement would be made for matters like defense, commerce, communications, and other essential affairs.
Reactions and Failure

Congress reacted severely to these proposals. The All-India Congress Committee rejected the formula by a large majority and made personal attacks on Achari. Protesting this attitude, he resigned from both Congress and the Assembly.

On the other hand, Quaid-e-Azam pointed out several flaws and ambiguities in the formula. He questioned that if Achari was ready to accept 'Pakistan', why not accept the Lahore Resolution? Despite its flaws, the C.R. Formula holds historical significance because it was the first time a Congress leader accepted the demand for the partition of India in principle.

جنگِ عظیم کے دوران کانگریس نے انگریزوں کو ہندوستان سے نکالنے اور کانگریس کو اقتدار منتقل کروانے کی بھرپور کوشش کی۔ اس جدوجہد میں انہوں نے مسلم لیگ کو اعتماد میں نہیں لیا۔ انگریز کانگریس کے ہتھکنڈوں کو جان چکے تھے۔ دوسری جانب قائد اعظم کی سرکردگی میں مسلم لیگ منظم ہو رہی تھی اور انہوں نے انگریزوں پر واضح کر دیا تھا کہ ہندوستان میں ۹ کروڑ مسلمانوں کے جذبات اور احساسات کو نظر انداز نہیں کیا جا سکتا۔

ایسے حالات میں جبکہ مسلم لیگ اور کانگریس کے راستے الگ الگ تھے، مدراس سے کانگریس کے ایک بڑے رہنما چکروتی راج گوپال اچاریہ نے دونوں جماعتوں کو قریب لانے کی کوشش کی۔ کیونکہ وہ یہ جان چکے تھے کہ کانگریس حکومتِ برطانیہ سے کوئی معاہدہ اس وقت تک نہیں کر سکتی جب تک مسلم لیگ کا تعاون حاصل نہ ہو۔

سی۔ آر فارمولے کے اہم نکات
  1. مسلم لیگ ہندوستان کے مطالبہ آزادی کی توثیق کرے گی اور عبوری دور میں ایک عارضی حکومت کے قیام کے سلسلے میں کانگریس سے تعاون کرے گی۔
  2. جنگ کے بعد ایک کمیشن ہندوستان کے شمال مغرب اور شمال مشرق میں مسلمان اکثریت والے اضلاع کا تعین کرے گا۔ ایسے علاقوں میں استصواب رائے کے ذریعے ہندوستان سے علیحدگی کا فیصلہ ہوگا۔ اگر اکثریت علیحدگی کا فیصلہ کرے تو اس کو بلا تعصب نافذ کیا جائے گا۔
  3. علیحدگی کی صورت میں دفاع، تجارت، مواصلات اور دیگر ضروری امور کے بارے میں ایک باہمی معاہدہ طے کیا جائے گا۔
ردِعمل اور ناکامی

گوپال اچاریہ کی ان تجاویز پر کانگریس نے شدید ردِعمل کا اظہار کیا اور آل انڈیا کانگریس کمیٹی نے کثرت رائے سے اس کو مسترد کر دیا اور اچاریہ پر ذاتی حملے کیے۔ انھوں نے اس رویے پر شدید احتجاج کیا اور کانگریس اور اسمبلی سے مستعفی ہو گئے۔

دوسری جانب قائد اعظم نے اس فارمولے کی کئی خامیوں اور ابہام کی نشاندہی کی اور دریافت کیا کہ اگر اچاریہ ’پاکستان‘ کو تسلیم کرنے پر تیار ہیں تو قراردادِ لاہور کو تسلیم کیوں نہیں کرتے؟ سی آر فارمولا اپنی تمام خامیوں کے باوجود تاریخ میں اس لیے اہمیت رکھتا ہے کہ پہلی دفعہ کسی کانگرسی لیڈر کی طرف سے ہندوستان کی تقسیم کے مطالبے کو اصولی طور پر تسلیم کیا گیا۔
