Quaid-e-Azam famously described the version of Pakistan offered in the C.R. Formula as 'maimed, mutilated, and moth-eaten'. This powerful phrase conveyed his view that the formula was offering a weak, truncated, and compromised version of the sovereign state that the Muslim League had envisioned in the Lahore Resolution.

The most significant fact about the formula is its origin. It was not a British or Muslim League proposal, but an initiative from within the senior ranks of the Indian National Congress. This made its acknowledgement of partition, however flawed, a historically important concession.

The historical importance of the formula lies in the fact that it accepted the 'principle' of partition. It did not accept the Lahore Resolution's specific terms but conceded the basic idea that separation was a possible outcome. This was a major political shift for a Congress leader to make.
