In June 1945, the serving Governor-General, Lord Wavell, announced a plan to resolve the political deadlock in India. This proposal, known as the Wavell Plan, formed the basis for the Simla Conference.

جون 1945ء میں، اُس وقت کے گورنر جنرل لارڈ ویول نے ہندوستان میں سیاسی تعطل کو حل کرنے کے لیے ایک منصوبے کا اعلان کیا۔ یہ منصوبہ، جو ویول پلان کے نام سے جانا جاتا ہے، شملہ کانفرنس کی بنیاد بنا۔

The plan was a major step towards self-rule by proposing to hand over powerful departments like Home, Finance, and Foreign Affairs to Indian members, giving them substantial administrative power.

The conference was a significant effort to resolve the constitutional problem of the subcontinent. It also aimed to better organize the war effort against the Japanese during the final stages of World War II.

یہ کانفرنس برصغیر کے آئینی مسئلے کو حل کرنے کی ایک اہم کوشش تھی۔ اس کا مقصد دوسری جنگ عظیم کے آخری مراحل کے دوران جاپانیوں کے خلاف جنگ کو منظم کرنا بھی تھا۔

Following the Viceroy's invitation to Indian leaders to come to Simla, the conference was officially convened. The proceedings and discussions formally began on the 25th of June, 1945.

وائسرائے کی طرف سے ہندوستانی رہنماؤں کو شملہ آنے کی دعوت کے بعد، کانفرنس کا باقاعدہ انعقاد کیا گیا۔ اس کی کارروائی اور مذاکرات باضابطہ طور پر 25 جون 1945ء کو شروع ہوئے۔

The core idea of the plan was the proposal to reorganize the Governor-General's Executive Council. This new council was designed to be a more representative body, giving Indians greater administrative authority.

اس منصوبے کا مرکزی خیال گورنر جنرل کی انتظامی کونسل کو دوبارہ تشکیل دینے کی تجویز تھی۔ اس نئی کونسل کا مقصد ایک زیادہ نمائندہ ادارہ بننا تھا، جس سے ہندوستانیوں کو زیادہ انتظامی اختیارات ملتے۔
