The proposals stated that even if an interim Indian government was formed, the critical department of Defense would remain entirely in British hands for the duration of the war. Indian leaders rejected this, arguing they could not rally support for the war without control over their own country's defense.

Congress was committed to a single, united India. The proposal that allowed provinces to opt-out was seen as a direct acceptance of the logic of partition. They believed this clause was a 'backdoor' to allow Muslim-majority provinces to legally break away.

This was the most controversial part of the proposals. It offered any province the option to reject the new constitution and stay out of the proposed Indian Union, essentially allowing them to form their own separate country. This is known as the right to secede.

The core of Congress's rejection was the lack of 'immediate steps' for independence. They demanded a genuine transfer of power to a national government right away. A promise of freedom to be fulfilled at some unknown date after the war was simply not acceptable.

The Muslim League's position was firm: they wanted a definitive guarantee of Pakistan. The Cripps proposals did not offer this. They only offered a complex and indirect possibility of Pakistan through the secession clause, not a direct and certain commitment. This was not enough for them.
