The Indian National Congress reacted very negatively to Rajagopalachari's proposals. The idea of partitioning India was unacceptable to most of its leadership. The All-India Congress Committee officially debated the formula and rejected it by a large majority.

Quaid-e-Azam's sharp political question exposed the core issue. He argued that if C.R. was genuinely willing to concede a separate state, then he should accept the Muslim League's own clear and comprehensive Lahore Resolution of 1940. This highlighted that the C.R. Formula was a diluted and restrictive version of the League's vision for Pakistan.

قائد اعظم کے اس گہرے سیاسی سوال نے بنیادی مسئلے کو بے نقاب کر دیا۔ انہوں نے دلیل دی کہ اگر سی-آر واقعی ایک الگ ریاست تسلیم کرنے پر تیار ہیں، تو انہیں مسلم لیگ کی واضح اور جامع قراردادِ لاہور 1940 کو تسلیم کرنا چاہیے۔ اس سے یہ بات واضح ہوئی کہ سی-آر فارمولا مسلم لیگ کے تصورِ پاکستان کی ایک کمزور اور محدود شکل تھی۔

The second point of the formula proposed the formation of a commission once the war ended. The specific task of this commission was to demarcate the boundaries of contiguous districts in the North-West and North-East of India where Muslims formed an absolute majority.

فارمولے کے دوسرے نکتے میں جنگ ختم ہونے کے بعد ایک کمیشن کے قیام کی تجویز دی گئی۔ اس کمیشن کا مخصوص کام ہندوستان کے شمال مغرب اور شمال مشرق میں ملحقہ اضلاع کی حدود کا تعین کرنا تھا۔ یہ حد بندی اس بنیاد پر کی جانی تھی کہ کہاں مسلمان قطعی اکثریت میں ہیں۔

While the formula acknowledged partition, Quaid-e-Azam did not accept it outright. He conducted a detailed analysis and pointed out several serious flaws and unclear points (ambiguities). He felt the proposal was a vague and conditional offer rather than a sincere acceptance of the Muslim demand.

The British were aware of the deep political divisions in India. They adopted a policy that no major constitutional change would be implemented that was not acceptable to the large minority (the Muslims). This effectively gave the Muslim League a veto power over Congress's proposals.
